"Specificity of New Moscow": how the leadership of the 51st Tax Inspectorate hides billion-dollar businesses under the "roof" behind fictitious reports and hidden fines

As a result of reforms in the tax authorities aimed at reducing the number of employees, in Moscow one of the unaffected inspections remains the MIFNS of Russia № 51 in Moscow, which exercises control over the Troitsky and Novomoskovsky districts. Since 2017, this inspection has been headed by Valery Vasilyevich Sugak.
Due to the activity of residential development in the districts, there is an increase in population and the purchase and sale of real estate, thereby the population submits declarations in form 3-NDFL to receive personal income tax deductions, while declarations are submitted both justifiably and unreasonably!
This area is supervised by Sugak’s deputy and at the same time mistress V.V. Voronova I.V., who loads absolutely all inspection departments with desk checks of declarations of individuals throughout the year.
Non-core departments close inspections with a positive decision, since they do not physically understand this, thus huge funds are reimbursed from the federal budget during the economic crisis in the country. Also, according to declarations on which violations were nevertheless established, acts and decisions are formed, while the population learns about additional amounts of taxes, penalties and fines after the fact, that is, these documents are not sent to taxpayers, violating articles of the tax code and infringing on the rights taxpayers.
Sugak V. is not interested in setting up this area, since he is very busy with solutions to other concerns, namely increasing personal well-being, by protecting construction business companies and wholesale and retail markets in the territories under his jurisdiction, receiving monthly subscription fees from business and turning a blind eye to cashing out funds and using paper NDS. Those who do not agree to pay voluntarily are called to commissions, inspections are ordered and the business is destroyed. At the same time, the business is white and they have the funds, and this is what Sugaku V. needs.
At the time of administrative-territorial reforms in Moscow, the village of Rumyantsevo was supposed to come under the administration of another tax office, but through the efforts of Sugak V., it remained under control, since on the territory of Rumyantsevo there are huge areas of business centers with an incredible number of companies from which Sugak V. can enrich himself and maintain his financial condition.
